System leadership under pressure — inherited a newly established branch of 8 functions following major restructure, stabilising a fractured team, making merit-based appointments and delivering measurable KPI improvements across 6 hospitals and 21 health clinics. Simultaneously designed and implemented Australia's first public–private maternity model following market failure in Darwin — securing health fund agreements, fast-tracking procurement and establishing clinical governance from scratch, supporting 70+ women through the service within months of launch.
Designed and built Calvary's national health funding capability across 11 hospitals from a base of one audit officer. Introduced CDI programs, a billing rules engine, funding modelling tools and costing frameworks, and created a dedicated funding analytics team. This team transformed PHI negotiations — enabling real-time modelling of contract outcomes during live negotiations and building profitability visibility at operational level that hadn't previously existed. Managed a ~$650M PHI portfolio with 95%+ of contracts at or above budget indexation.
Redesigned Calvary's national procurement function post-Japara acquisition, shifting to a centre-led model with ESG principles, stabilising data assets and identifying $10M in projected savings. Led the reconfiguration of the ERP system to embed standardised vendor onboarding and contract management functionality — creating the infrastructure for consistent, governed procurement practice across the national network. Separately partnered with PwC on a procure-to-pay improvement strategy that strengthened financial controls and reduced risk across $850M addressable spend.
Delivered 5% in-year revenue improvement and $2M in consumables savings within a 6-month engagement at Top End Health Service — working across Royal Darwin and Palmerston Hospitals through clinical and operational relationships with no direct reports. Achievements included new private patient admission processes, supplier renegotiations, imprest reviews and targeted perioperative and CSSD consumables analysis that identified 15% price reductions. A masterclass in delivering outcomes through influence rather than authority.
Built and retained a high-performing national team across a complex multi-year transformation program at Calvary, achieving 100% retention of direct reports across 17 direct and 35 indirect staff. Retention wasn't accidental — it came from genuine consultation with both Calvary and Japara staff to redesign workflows together, ensuring everyone had meaningful work and real buy-in. Regular 1:1s, accessible leadership, team workshops and — during COVID lockdowns — deliberate online social connection kept a geographically dispersed team cohesive and engaged. The result was a team that stayed, grew and delivered.
Stewarded NT Health's $660M funding envelope across NHRA, ABF and Commonwealth tied funding agreements, actively participating in senior intergovernmental reform and negotiation forums and providing ministerial advisory during a complex period of jurisdictional negotiation. Represented the Northern Territory as Healthdirect Australia Shareholder Representative — advocating at national board level for the development of digital health tools designed specifically for rural and remote communities. Operated confidently across Commonwealth, state and territory governance structures — translating jurisdictional interests into outcomes.
